Bill was born Feb. 11, 1929. He grew up in Wellsville, the oldest son of William P. and Ruby B. Riggs. Bill graduated from South Cache High. They resided in River Heights for the first 32 years of marriage. In 1986, the couple moved to Wellsville, where they currently reside.
Bill worked at Defense Depot in Ogden for 39 1/2 years. Bill had a love of working on cars, staying busy on the farm, as well as serving his country in the Army.
