Logan, Utah: Winfred Otis Carter passed away on July 28,2010. He was born to Otis Otwell and Lola Alison Hyde Carter, on May 2, 1928 in Copperhill, Tennessee. Win graduated from McKinley Technical High in Washington, D.C. He was a member of the Pharos National Honor Society, Company A Captain in the cadet corps his senior year and was a member of McKinley's championship rifle team for three years.
Winfred served our country in South Korea and was promoted to Staff Sgt. He earned his Bachelor's degree from the University of Maryland, was a member of Tau Beta Pi, graduating with the highest GP A of his civil engineering class. Following his degree, Win was employed with structural engineering consulting firms in Baltimore, Maryland and Washington D.C. for five years. He furthered his education by attending Stanford University on scholarship where he earned both a Masters and PhD. in structural engineering.
Win taught engineering courses at Oklahoma State prior to teaching for twenty years at Utah State University where he earned tenure. In 1982 he was the College of Engineering Professor of the Year. Win was faculty advisor to the USU Student Chapter American Society of Civil Engineers and a Danforth Associate. He and professor Jack Keller initiated Engineering Week contests at USu. Win was a member of the Utah Seismic Safety Council for four years, created a major interactive structural design and analysis program (SADsys), and while on sabbatical with CH2M Hill designed pre-stressed concrete bridges.
After retiring from USU in 1985, Win acted as liaison between Florida State and Florida A&M Universities Joint College of Engineering and Barnett & Fronczak Architects during the design of the award winning engineering building. He concluded his career as professor and chairman of the Civil Engineering Department. Throughout his professional career, he was an independent consultant working as a structural failure investigator, expert witness and earthquake design specialist. He also taught seminars nationwide. Win enjoyed camping, hiking, fishing and hunting with family and friends. He became a pilot in 1977 because he loved to fly. Win was President USU Emeriti Association from 2006-2007.
He is survived by Sylvia, his beloved wife of fifty eight years. Children: Christine Pelletier, Linda Carter, Teresa Bartz, and Jonathan Carter. Grandchildren: Ben and David Pelletier; Fawn Paul Kopy, Corrinna, Donovan, Nicole and Collette Bailey; Lauren and Daniel Wilczynski; Vincent and Nicholas Carter. Great grandchildren: Kylie and Braighten Marsing and Madison Kopy.
As were his wishes, Win was cremated. A memorial service will be held at the Allen-Hall Mortuary at 34 East Center in Logan, Utah, at 1:00 pm, Saturday August 7, 2010 with a visitation starting at 12:30 p.m. prior to services. In lieu of flowers, contributions may be made to American Parkinson's Disease Association.
